We will strengthen the rule of law and improve the social security system
In order to build a strong regulatory and policy system, the plan clearly promotes the formulation of local regulations and rules on elderly care services, and issues the regulations on elderly care services of Henan Province to connect laws and regulations such as population and family planning, social security, medical and health care and market supervision.
We will improve the basic old-age insurance and basic medical insurance systems. The plan proposes that by 2025, the participation rate of basic old-age insurance in the province will reach more than 95%. We will improve the medical insurance and medical assistance system for major diseases, improve the supporting policies for medical insurance for the elderly, and continue to standardize the pilot of the long-term care insurance system.
Strengthen the construction of elderly care service facilities, and gradually improve the "quarter hour" home-based elderly care service circle
How to plan the layout of elderly care service facilities? The plan specifies that by 2025, a home-based elderly care service network with accurate positioning, complementary functions and extended home-based elderly care service facilities in streets and communities will be formed, and the "quarter hour" home-based elderly care service circle will be gradually improved.
By 2022, each county (city, district) will have at least one support service facility (nursing home) for county-level special poor people with the function of combining medical care and support, focusing on the professional care of disabled and partially disabled special poor people; By 2025, the function of combining medical care with nursing care will be further improved, the rural elderly care service facility network connected at the county, township and village levels will be basically formed, and the occupancy rate of public elderly care institutions including the support service facilities for the extremely poor (nursing homes) will reach about 60%.

By 2025, the monthly visiting rate of the elderly with special difficulties will reach 100%. In terms of home-based community elderly care services, the plan makes it clear to implement the nursing leave for only child parents, and explore and carry out respite services for family caregivers of the disabled elderly. Strengthen government investment support and build a talent security system
The funds for the development of elderly care services will be included in the financial budget as major expenditures for people's livelihood. The plan emphasizes that the lottery public welfare funds used by governments at all levels for social welfare undertakings should increase investment in elderly care services, and no less than 55% of the funds should be used to support the development of elderly care services by 2022. Elderly care institutions that meet the conditions specified in the current policies can enjoy fiscal and tax preferential policies such as small and micro enterprises, and residents' price policies for electricity, water, gas and heat.
In terms of talent security, the plan makes it clear that relying on the construction of "everyone holds a certificate and has skills in Henan", we will continue to implement the vocational skill training plan for elderly care service talents and create the human resource brand of "Henan nursing workers". Combine the sense of security for the elderly with the sense of security for the elderly, encourage the young elderly to help the elderly, explore the models of "community voluntary service credit" and "time bank", record the time and quality of services provided by the young and healthy elderly for the elderly and disabled elderly, and include them in the "time bank".
How to develop the health care industry with distinctive characteristics? The plan points out that by 2025, the province will build 3 health care tourism demonstration areas and 20 health care towns, 100 forest health care bases above the provincial level and 5 national health tourism demonstration areas of traditional Chinese medicine. By 2025, the health management rate of the elderly over 65 will reach 72%.
