According to the data of the National Bureau of statistics, China's population aged 60 and over has reached 267 million. China's elderly population is large and aging is fast. The demand structure of the elderly is changing from survival type to development type. The plan issued this time gives clear answers to specific questions such as how to meet the demand for home-based community elderly care services during the 14th Five Year Plan period, and sets main indicators from the total amount and structure of elderly care service beds, the supply of home-based community elderly care service facilities, the demand guarantee of the elderly with special difficulties, and improving the ability of elderly medical services.
According to the national development bulletin on aging in 2020, by the end of 2020, the number of elderly care service beds in China had reached 8.21 million. More than 90% of the elderly in China prefer home-based elderly care. Although the total supply of elderly care services is increasing, there are still problems such as insufficient supply of home-based community elderly care and high-quality inclusive services. Therefore, the plan proposes that by 2025, the total number of elderly care service beds will exceed 9 million, and the standard rate of supporting elderly care service facilities in new urban areas and new residential areas will reach 100%.
"Where there are many elderly people, we will set up elderly care service institutions." The Ministry of civil affairs and other departments said that in line with the expected needs of the elderly for home-based and nearby elderly care, the "14th five year plan" period will promote the basic complement of community elderly care service facilities in old urban areas and completed residential (small) areas, promote the construction of a "quarter hour" home-based elderly care service circle in urban communities, and make the elderly care services in residential communities richer, more convenient and more quality.
The care of the disabled (including dementia) elderly is one of the difficulties in elderly care services. There are about 40 million disabled and semi disabled elderly in China. Only when we have enough nursing beds to protect the disabled (including dementia) elderly can we reflect the real care service ability of elderly care institutions. Considering the current supply structure of beds in elderly care service institutions, it is planned to set the index of the proportion of nursing beds in elderly care institutions, and it is required to reach 55% by 2025.
To solve the problem of "longevity and unhealthy health" of the elderly, the plan proposes to set up secondary and above general hospitals of geriatrics by 2025, accounting for more than 60%; Focusing on the shortage of elderly care service talents, the plan proposes to maintain more than one social worker per 1000 elderly people by 2025; In view of the phenomenon that it is difficult to find one university for the elderly, the plan proposes that there will be at least one university for the elderly in each county (city, district and banner) by 2025
The planning requires strengthening the main responsibility for the implementation of the plan, strengthening the organization, coordination and supervision of the implementation of the plan, and incorporating the main task indicators of the plan into the local economic and social development plan, into the practical projects for the people, and into the government's work agenda and target responsibility assessment.
