In 2022, the Qinghai provincial Civil Affairs Department responded to the national strategy of population aging, focusing on meeting the needs of diversified pension services, and building an old-age service model with Qinghai characteristics.

In 2021, Qinghai province implemented the national pilot reform of home-based community elderly care services and the improvement of home-based community basic elderly care services, optimized the subsidy standard for government purchase of elderly care services, invested 120 million yuan to provide government purchase elderly care services for 99000 elderly people in the province, and realized the full coverage of county-level administrative regions for government purchase of home-based elderly care services in urban and rural areas; Invested 370 million yuan to improve the capacity of elderly care service facilities, carry out home-based aging transformation and new construction, reconstruction and expansion projects of rural mutual aid happy homes, and gradually form a "15 minute" elderly care service circle with urban call service circle and rural mutual aid service circle as the core.

In 2022, Qinghai Province will formulate measures such as public and private pension institutions, regular visits of the left behind elderly in agricultural and pastoral areas, and family aging transformation of the elderly in difficulty, promote the construction of urban community pension service facilities, and build and reconstruct 16 embedded small multi-functional community pension service facilities; 50 rural mutual aid happy homes will be built and rebuilt, and a regular visit system for the elderly in rural and pastoral areas will be established. By the end of the year, we will strive to have 1 support service facility for disabled and extremely poor people in each county area, with the coverage of township (street) elderly care service facilities reaching 25% and the monthly visit rate of elderly people with special difficulties reaching 100%; We carried out actions to improve basic home-based and community elderly care services, piloted the construction of "family elderly care beds", and implemented aging transformation for 1500 families of elderly people in difficulty.
By the end of 2022, we will strive to make all the pension institutions operating in the city meet the standards of pension institutions above level 1, and the proportion of nursing beds in pension institutions will reach 50%. At the same time, we will increase the reform of government purchase of elderly care services, deepen the reform of home-based community elderly care services, promote the construction of a "15 minute" community elderly care service circle, explore and promote the transformation and development of provincial elderly care service centers and provincial welfare charity hospitals, establish a Provincial Medical and health care consortium, and promote the establishment of elderly care service guidance centers at the municipal and county levels.
