In terms of elderly care, the plan supports the construction of community service facilities with comprehensive functions and promotes the formation of a "15 minute" elderly care service circle.

According to the plan, it is the basic right of citizens to enjoy basic public services, and it is an important duty of the government to ensure that everyone enjoys basic public services. Adhere to the core of promoting equal opportunities and promote the realization that all citizens have fair and accessible access to roughly equal basic public services.

In terms of elderly care services, the plan requires strengthening the construction of elderly care service institutions with comprehensive functions within towns (streets). Strengthen the construction of public elderly care institutions, implement the construction of elderly care service facilities in new urban areas and residential (small) areas according to the standard of no less than 0.1 square meters per capita, and steadily improve the proportion of nursing beds. Develop a community elderly care service network under centralized management and operation, support the construction of community service facilities with comprehensive functions, and promote the formation of a "15 minute" elderly care service circle. Guide professional elderly care service institutions to enter communities and families, and improve family care ability. We will vigorously develop mutual aid and elderly care facilities such as rural happy homes that can be supported by the government, run by the village, used by farmers and serve sustainable services.

Encourage private capital to integrate and transform enterprise plants, commercial facilities and other available social resources for elderly care services. Promote the transformation of training and recuperation resources and develop inclusive elderly care services. Pension institutions are allowed to set up multiple service outlets according to law and regulations to realize large-scale, chain and brand operation. We will fully ensure that foreign funded pension service institutions enjoy national treatment. Explore the transformation of qualified public pension institutions into state-owned pension service enterprises.
