Ten key tasks proposed in the 14th five year plan for the development of traditional Chinese Medicine

On March 29, the general office of the State Council issued the "14th five year plan" for the development of traditional Chinese medicine (hereinafter referred to as the "plan"), which defined the objectives, tasks and key measures for the development of traditional Chinese medicine during the 14th Five Year Plan period.

According to the development objectives of the plan, by 2025, the health service capacity of traditional Chinese medicine will be significantly enhanced, the high-quality development policy and system of traditional Chinese medicine will be further improved, the revitalization and development of traditional Chinese medicine will achieve positive results, and its unique advantages in the construction of a healthy China will be brought into full play.

The 10 key tasks proposed in the plan define measures and provide guarantee for the high-quality development of traditional Chinese medicine in the new era.

First, build a high-quality and efficient service system of traditional Chinese medicine. Relying on Chinese medicine hospitals with strong comprehensive strength and high management level, build a number of national Chinese medicine centers; Take the national high-level traditional Chinese medicine hospitals as export hospitals, promote the construction project of national regional medical centers, and set up sub centers in provinces where there is a shortage of high-quality resources or patients transfer to other countries for medical treatment, so as to promote the expansion and balanced layout of high-quality traditional Chinese medicine medical resources. Focus on Prefecture and municipal TCM hospitals and build about 130 key hospitals with TCM characteristics. Strive to set up TCM centers in all community health service centers and township health centers, encourage qualified places to complete the construction of service connotation of TCM centers in 15% of community health centers and township health centers, and carry out the construction of "TCM Pavilion" in 10% of community health service stations and village clinics.

Second, improve the health service capacity of traditional Chinese medicine. Carry out the construction of national advantageous specialties of traditional Chinese medicine, continue to implement the action of integrated traditional Chinese and Western medicine in the prevention and treatment of cancer, and formulate and promote 20 intervention schemes of traditional Chinese medicine for the treatment and prevention of diseases for key populations and major diseases. Carry out TCM health promotion projects for key groups, implement the project to improve the ability of TCM rehabilitation services, and arrange a number of TCM rehabilitation centers. Implement counterpart support and improvement projects. Improve the system of TCM participation in emergency management, build about 35 national TCM epidemic prevention and control bases, and improve the emergency service capacity of TCM. Strengthen the construction of medical institutions for ethnic minorities. Bring the coordinated development of traditional Chinese and Western medicine into hospital evaluation and performance appraisal of public hospitals. Support the construction of about 50 "flagship" hospitals coordinated by Chinese and Western medicine, and form about 100 diagnosis and treatment schemes or expert consensus of Integrated Chinese and Western medicine.

Third, build a contingent of high-quality traditional Chinese medicine talents. Promote the construction of about 100 first-class undergraduate majors in traditional Chinese medicine. We will implement the talent training project with Chinese medicine characteristics (Qihuang project) and strengthen a high-level talent team with echelons of leading talents, excellent talents and backbone talents. Appropriately relax the professional title promotion conditions of traditional Chinese medicine doctors who serve the grass-roots level for a long time. Support a group of TCM doctors to carry out the training of TCM assistant general practitioners. We will implement the special program of learning traditional Chinese medicine from western medicine and train a number of talents with integrated traditional Chinese and Western medicine.

Fourth, build a high-level traditional Chinese Medicine Inheritance and protection and scientific and technological innovation system. We will implement a special project for the inheritance of ancient Chinese medicine documents and characteristic technologies, and establish a database, protection directory and protection system of traditional Chinese medicine knowledge. Cultivate and build major national science and technology platforms, support the construction of national key laboratories with multi-disciplinary price difference in key fields such as traditional Chinese medicine theory, and build about 30 national traditional Chinese Medicine Inheritance and innovation centers. Build a number of key laboratories of the State Administration of traditional Chinese medicine and form a research chain of key scientific issues in relevant fields. We will implement key special research projects on the modernization of traditional Chinese medicine and carry out evidence-based evaluation research on traditional Chinese medicine.

Fifth, promote the high-quality development of traditional Chinese medicine industry. Compile a grand collection of Chinese traditional medicine resources and formulate and publish a national catalogue of genuine medicinal materials. Improve the national general survey database of traditional Chinese medicine resources and dynamic monitoring data of traditional Chinese medicine resources, and support the construction of national medicinal germplasm resources database. Carry out actions to improve the standardized planting of traditional Chinese medicine and the intelligent manufacturing of traditional Chinese medicine. Establish and improve the whole chain safety supervision mechanism for the quality of traditional Chinese medicine.

Sixth, develop the health service industry of traditional Chinese medicine. Promote and standardize the development of TCM health care services, develop TCM elderly health services, expand TCM health tourism market and enrich the supply of TCM health products.

Seventh, promote the prosperity and development of traditional Chinese medicine culture. Strengthen the research and dissemination of traditional Chinese medicine culture, and implement the dissemination of traditional Chinese medicine culture. Develop the cause of traditional Chinese Medicine Museum and promote the construction of traditional Chinese Medicine Museum system. We will develop large and medium-sized pharmaceutical and cultural industries and cultivate a number of well-known brands and enterprises.

Eighth, accelerate the opening-up and development of traditional Chinese medicine. Novel coronavirus pneumonia one belt, one road, and the international cooperation program of Chinese medicine are also being promoted to build a healthy community of human health. We will deepen exchanges and cooperation in traditional Chinese medicine, expand international trade in traditional Chinese medicine, and build a national export base of traditional Chinese medicine services with high quality.

Ninth, deepen the reform in the field of traditional Chinese medicine. Establish an evaluation system in line with the characteristics of traditional Chinese medicine, improve the modern hospital management system, improve the price and medical insurance policies of traditional Chinese medicine, reform and improve the registration management of traditional Chinese medicine, promote the comprehensive reform in the field of traditional Chinese medicine, and build about 10 national demonstration zones for the comprehensive reform of traditional Chinese medicine.

Ten is to strengthen the support and guarantee for the development of traditional Chinese medicine. Improve the informatization level of traditional Chinese medicine and carry out projects to improve the informatization ability of traditional Chinese medicine at the grass-roots level. Establish a national comprehensive statistical system for traditional Chinese medicine. We will strengthen the rule of law in traditional Chinese medicine and improve the relevant supporting systems of traditional Chinese medicine law.
